Groups opposing and supporting a congressional effort to wipe out a section of the hemp products industry more than doubled their lobbying spending on Capitol Hill in the first six months of this year, according to a Bloomberg Government analysis of public disclosures

EARTH Law LLC founder Courtney N. Moran, LL.M. has always been passionate about agricultural and environmental advocacy. She founded EARTH Law, LLC with the goal of lifting the federal ban on hemp in the United States, which was accomplished by the 2018 Federal Farm Bill passage.

“We’re not going to have a viable hemp industry without addressing the problematic provisions in the IFR,” said Moran, “and the long game of 1%. It’s going to take all of us to push for the advancement of this industry to see it succeed.”

Moran, a Portland attorney and president of the Oregon Industrial Hemp Farmers Association, has been at the forefront of creating new laws and regulations for hemp, bringing order to what has quickly become a gold-rush-- or "green-rush"-- for farmers.

New rules for growing and testing hemp are coming this fall from the USDA, and that has farmers anxious about establishing consistent standards for the booming crop.

Passage of the 2018 farm bill marked hemp’s evolution from a criminal substance to an agricultural crop of great versatility, opening the way for research, farming and industrial applications.

Prior to the Controlled Substances Act of 1970, hemp was widely grown in the United States for its durable fibers and nutritious seeds. But, the law didn’t distinguish between hemp and its psychoactive cousin, marijuana, rendering hemp illegal.
