In celebration of the new year, we wanted to take a look back at the accomplishments and successes of Agricultural Hemp Solutions and our community in 2024.
We are proud of the work we did in 2024 to support the interests of farmers, manufacturers, and agribusinesses before Congress and the Oregon Legislature. A few highlights:
Most significantly, we successfully passed OR HB 4121, an omnibus cannabis bill that reclassified authority for the Oregon Liquor and Cannabis Commission (OLCC) to set standards for the sale of artificially derived cannabinoids (i.e. CBN) in the general market; and broadened in-state safe harbor protections for the transportation and intrastate commerce of work-in-progress, unfinished hemp. This is the 12th bill our Chief Legislative Strategist Courtney N. Moran has led passage on since starting her lobbying career!Â
The bill also created new authority for the adult-use cannabis program providing for dynamic licensing, authority for minor decoy operations, and established a product registry overseen by OLCC for hemp products sold to consumers in Oregon. HB 4121 was signed into law on March 20, 2024.Â

2024 also saw Agricultural Hemp Solutions'Â second federal bill (Industrial Hemp Farming Act, S. 980, H.R. 3755)Â included in the text of both the House 2024 Farm Bill and Senate 2024 Farm Bill, thanks in part to Courtney's work to co-author and lobby for its inclusion.Â

In addition to passing important legislation to protect the hemp industry, this year also provided many opportunities for celebration: most notably, our Chief Legislative Strategist Courtney N. Moran received the OR State Bar Leland R. Berger Lifetime Achievement Award!Â

We took time this year to look back and reflect on the vast impact that Courtney has had on shaping hemp policy across the nation, and created a video series (Legalize It: Triumphs in Hemp Lobbying) to document her trials and triumphs! You can watch the full series here!Â
All in all, 2024 brought many opportunities to reflect upon and celebrate our accomplishments, and we are looking forward to continuing to advocate on behalf of farmers, producers, manufacturers, and agribusiness owners across the nation in the coming year. We extend our warmest gratitude to you and your loved ones and look forward to serving you in the year ahead.
