AgHS's most recent victory, HB 4121, is undergoing implementation by the Oregon Liquor and Cannabis Commission (OLCC) through a Rules Advisory Committee (RAC) on Tuesday, August 13th. The focus of the RAC is the Hemp Implementation Rules Package, including updates to rules for hemp product sales. Our Chief Legislative Strategist, Courtney N. Moran, LL.M., was selected to participate as one of the committee members, given her expertise and intimate knowledge of the intent of the legislation.


Key details of the RAC:

- Date: August 13th, 2024

- Time: 1:00 pm to 3:00 pm

- Review proposed rule language, discuss anticipated impacts on the industry and the public, and collaborate on crafting acceptable rules





Proposed OLCC HB 4121 Hemp Rules Package includes updates to rules relating to:

  • OLCC Hemp Certificates

  • Product testing requirements

  • Hemp product concentration limits, Aritifially Derived Cannabinoids (ADCs), & CBN

  • Adult-use cannabinoid concentration levels

  • Standards for approving hemp products containing ADCs
